Per the Executive Order issued by Governor Brian P. Kemp on March 20, 2020, applicants for plan review or inspections within unincorporated Paulding County or the City of Hiram have the option of immediately retaining a “private professional provider” to provide a required plan review or inspection in accordance with the provisions of Code Section 8-2-26(g)(5). The waiting periods of 30 days for plan review and 2 days for inspections requests are both hereby suspended and shall not apply during the Public Health State of Emergency declared in Executive Order No. 03.14.20.01, and any renewal thereof.
O.C.G.A. 8-2-26(g)(1)(B) defines private professional provider as “a professional engineer who holds a certificate of registration issued under Chapter 15 of Title 43 or a professional architect who holds a certificate of registration issued under Chapter 4 of Title 43, who is not an employee of or otherwise affiliated with or financially interested in the person, firm, or corporation engaged in the construction project to be reviewed or inspected.”
O.C.G.A. 8-2-26(g)(12) The private professional provider shall be empowered to perform any plan review or inspection required by the governing authority of any county or municipality, including, but not limited to, inspections for footings, foundations, concrete slabs, framing, electrical, plumbing, heating ventilation and air conditioning (HVAC), or any and all other inspections necessary or required to determine compliance with all regulatory requirements and for the issuance of a building permit or certificate of occupancy by the governing authority of any county or municipality, provided that the plan review or inspection is within the scope of such private professional provider’s area of competency. Nothing in this Code section shall authorize any private professional provider to issue a certificate of occupancy. Only a local governing authority shall be authorized to issue a certificate of occupancy.
