County Operations Manager, Paulding County Board of Commissioners

Manage the daily operations of the county to ensure efficient and effective provision of services; serve as liaison between the BOC and county departments to facilitate county operations, implement goals, and track progress; establish and maintain credibility and unity throughout the organization as an effective developer of solutions; provide strategic input and leadership on decision making issues consistent with BOC goals, strategies and mission; assist the Chairman with preparation of the annual county budget.

Oversee capital improvement and special projects. Assists in the development of the county comprehensive and strategic plans. Perform public relations and liaison duties to include meetings and presentations with local/state/federal officials, attorneys, consultants, vendors, business leaders, civic groups, and the general public. 

Provide support to the BOC:  prepare correspondence; assist in preparing agendas, supporting documentation, presentation materials; attend Commission meetings; proactively respond to inquiries; provide information and make recommendations on status of county operations and projects; implement decisions of the Commission. 

Knowledge required:  local, state, and federal regulations, grant program requirements, standards, policies, and procedures applicable to county government/public administration; public budgetary and financial management principles; community and economic development practices. Required skills:  problem analysis/solution development and implementation; planning, organizing, coordinating the work of personnel; computer applications; interpersonal and public relations; oral and written communications.

Minimum Qualifications:
* Knowledge and level of competency associated with the completion of a master's degree in related course of study; related experience (3-5) years to understand diverse objectives and functions of county departments.
*Possession of or ability to readily obtain valid GA driver's license.
(Will consider applicants with equivalent and related education/experience.)

Preferred Qualifications: Experience in one or more of the following areas: intergovernmental departments at federal and state levels; emergency operations planning; reviewing engineering plans and diagrams; vulnerability assessment related to public performance and overall safety.

***Position is non-Civil Service Department Head, subject to Chairman’s nomination and BOC’s confirmation; serves at the pleasure of the BOC. Salary range $44,320  to $68,281 commensurate with experience, qualifications, etc. and includes comprehensive benefits package.
